There is an issue with the targets set for DWP (and within that, for their fraud teams) on the monetary value of fraud and error. While the statistics on Carer's Allowance show this is smaller than other benefits, the cliff edge design of the benefit, together with DWP's data linkage with HMRC, means that Carer's Allowance is likely to be the easiest benefit for teams to score large amounts against the MVFE target - as random breaches mean the whole amount is classed as fraud or error, rather than just the amount over. So, target-chasing by teams would generate pressure to keep the design as is, rather than the more onerous evidence-gaining tasks with other benefits.

Thanks for this timely blog. Contributing a drop of my own in this ocean, I have some work in progress on benefit scandals, following on up on some of the threads you open here. I wonder about your experience in policy circles about two readings of such scandals: that they highlight failures by design of benefit systems, many long in the making, and that the consequences of these scandals affect many more people than commonly suggested, with chilling effects for example on people who would otherwise claim the support they need. Is there resistance to even mentioning this or is it more about what do about it?

I attempted to showcase more problems with the Carer's Allowance earnings limit here (https://osf.io/preprints/socarxiv/rqkhp_v1), if it's of any interest. A larger project I am part of will look at the childcare benefits scandal in the Netherlands, from where I'm writing, to spell out its consequences for non-take-up of other benefits in the Dutch system. I am hoping some of the work that so many are doing will propel that big push you're mentioning here, shifting the focus on access, dignity, and support.

I just wanted to add that I've been reading your Substack for quite a while, learning a great deal in the process. I am sure it takes a lot of time and energy. Thanks for doing this!
